Position Responsibilities

As part of Outcome 1 activities, the position involves managing a team of professionals, independent consultants, and subcontractors, and engaging with key stakeholders. Specific responsibilities include, but are not limited to:

  • Providing technical assistance and advisory services to Power Africa partners, government stakeholders, and national and subnational government agencies in the electric utility sector.
  • Conducting research on energy policy and regulations, institutional roles and functions, and the full planning-implementation-monitoring-evaluation cycle.
  • Leading multi-stakeholder consultation processes to share information, align energy policies and plans, and enhance coordination with EMPOWER NIGERIA counterparts.
  • Engaging key stakeholders to implement activities and achieve results as outlined in the Work Plan.
  • Organizing and conducting training sessions and other capacity-building initiatives.
  • Producing technical reports, including studies, policy memos, assessments, and analyses, and providing support for their production.
  • Proactively identifying opportunities that align with USAID’s and the host government’s objectives.
  • Contributing to program goals and Tetra Tech’s contractual objectives.
  • Identifying opportunities to implement Gender Lens Investment and collaborate on cross-cutting objectives.
  • Assisting senior management with the design, development, and implementation of the Work Plan as requested by the client.
  • Ensuring all reporting is timely and compliant with specified timelines, milestones, and deadlines.
  • Supervising the development of Terms of Reference (ToR), Statements of Work (SOW), job descriptions, or other technical documents required for hiring subcontractors, consultants, or employees related to reporting and communications tasks.
  • Supporting all budgetary processes related to the project.
  • Participating in key client meetings or calls to assist senior management with the technical aspects of reporting and communications.
  • Ensuring compliance with all administrative, operational, and logistical procedures and requirements, and overseeing team compliance.

Required Qualifications

  • Bachelor’s degree in engineering, applied sciences, business, economics, development, or related fields.
  • At least seven years of experience in energy policy design, planning, implementation, and the associated monitoring, evaluation, and reporting systems.
  • Strong knowledge of:
    • Major energy-related planning processes for the energy sector and electrification.
    • Energy sector reforms at the regulatory and institutional levels.
    • Management of electricity markets at both local and regional levels.
    • Tariff regulation.
    • The role of the private sector in the electricity domain.
  • Excellent written and verbal communication skills, with the ability to effectively convey complex information.
  • Fluency in both spoken and written English.
  • Advanced proficiency in MS Office Suite (Word, Excel, PowerPoint, Teams).

Preferred (but not required) Qualifications

  • Established relationships with the Ministry of Power, Transmission Company of Nigeria, project developers, financial institutions, state government officials, and industry research and development organizations.
  • Familiarity with USAID procedures and practices for quality control, including monitoring.
  • Knowledge and/or experience with:
    • Renewable energy technologies and their integration with non-renewable energy systems.
    • Economic and financial analysis.
    • Gender, equality, and social inclusion in development.
