Role Overview
Experts engaged in this role will collaborate with WHO Europe’s technical units, country offices, and partners to develop digital health and data products, focusing specifically on the implementation of AI in various health contexts. Their work will include providing consultancy to ensure responsible, ethical AI implementation at the national level across the WHO European Region, covering technical, operational, and socio-political aspects of AI in health.
Key Responsibilities
- Taxonomy and Strategy Development:
- Support the development of national AI strategies, policies, governance frameworks, regulations, and financing mechanisms in alignment with WHO’s strategic goals.
- Evaluate and advise on AI strategies, policies, and action plans through assessments, situational analysis, and baseline evaluations.
- Map and analyze existing governance structures and regulatory frameworks for AI in health across the region.
- AI Implementation Support:
- Provide technical leadership and specialized advice to ensure the successful execution of AI health initiatives.
- Assist countries in crafting their AI strategies for health, focusing on governance and integration into the national health systems.
- Offer guidance on the design of regulatory and legislative frameworks to support AI deployment and ensure gender, equity, and human rights considerations are incorporated.
- Capacity Building and Education:
- Design and deliver workshops to strengthen knowledge and skills in AI implementation, management, and governance, contributing to national health system transformation.
- Develop training programs to enhance understanding of AI technologies among WHO staff and member states.
- Promote collaboration and partnerships in AI, working with stakeholders such as governments, academic institutions, industries, and civil society to build consensus on AI policy priorities.
- Support for AI Integration:
- Assist in the scaling and integration of AI technologies into public health and national healthcare systems.
- Provide technical assistance for integrating AI systems into health services and ensuring their successful implementation and monitoring.
- Collaborate with internal and external stakeholders, including organizing and facilitating workshops to enhance cooperation and knowledge sharing on AI.
Qualifications & Experience
- Essential:
- A university degree in science, computer science, data science, digital health, public health, or medical informatics.
- A minimum of five years’ experience in national and international AI health program design, implementation, and management.
- Desirable:
- Additional training or a specialized degree in AI or related fields.
- Experience managing complex AI or digital services in large healthcare or public health settings.
- Experience delivering workshops for multi-stakeholder audiences and working with health ministries to align with national health policies.
Skills & Knowledge
- Essential:
- Expertise in AI domains and the implementation of digital transformation projects for national health systems.
- Knowledge of integrating gender, equity, and human rights into AI and digital health solutions.
- Strong stakeholder management and communication skills.
- Familiarity with international regulations and directives affecting AI design and data systems.
- Desirable:
- Certification in an internationally recognized project management methodology.
- Ability to engage senior health policymakers and provide technical feedback.
- Strong analytical and writing skills for creating assessment and recommendation reports.
- Experience working with international AI, data, and digital health agencies.
Languages
- Required:
- Expert knowledge of English.
Remuneration
The remuneration will be determined based on the complexity and responsibility of the role, the level of specialization required, and the qualifications and experience of the consultant, in line with WHO’s consultant pay bands. Travel costs are not included in the remuneration package.
