Job Description

  • We are seeking an experienced and results-oriented Baseline Consultant to design, lead, and deliver a baseline assessment for Prevention of Violence Extremism and Building Peace for Sustainable Development and Resilience in the Lake Chad Basin sub-region.
  • The consultant will provide evidence-based data to inform project planning, implementation, and monitoring processes.

Scope of Work

  • The Baseline Consultant will be responsible for conducting a comprehensive baseline assessment to establish the pre-intervention conditions, benchmarks, and key indicators aligned with the project objectives.

Key Responsibilities
Study Design and Planning:

  • Develop a detailed baseline study plan, including methodology, tools, and timelines.
  • Collaborate with project stakeholders to identify key indicators and data requirements.
  • Ensure the study design aligns with the project’s logical framework and theory of change.

Data Collection and Analysis:

  • Lead the collection of quantitative and qualitative data using appropriate methods (e.g., surveys, focus group discussions, interviews).
  • Train and supervise enumerators or data collection teams, if required.
  • Ensure data quality through effective validation and monitoring processes.

Reporting and Dissemination:

  • Analyze data and prepare a comprehensive baseline report with key findings, insights, and recommendations.
  • Provide a clear baseline for measuring project outcomes and impact over time.
  • Present findings to stakeholders through debrief sessions or presentations.

Compliance and Ethics:

  • Ensure all research activities comply with ethical standards, including informed consent and confidentiality data.
  • Address any challenges or risks encountered during the study.

Deliverables

  • Inception report outlining study design, methodology, and data collection tools.
  • Raw and cleaned datasets from the baseline assessment.
  • Draft and final baseline assessment reports, including an executive summary, key findings, and recommendations.
  • Presentation of findings to stakeholders.

Qualifications and Experience

  • Advanced Degree in Social Sciences, Development Studies, Monitoring & Evaluation, or a related field.
  • Proven experience in conducting baseline or similar assessments, particularly in Governance and Peace building, Livelihood, Gender Inclusion, etc.
  • Strong knowledge of research methodologies and statistical analysis tools (e.g., SPSS, STATA, or R).
  • Excellent written and verbal communication skills, including the ability to present complex findings in a clear and concise manner.
  • Experience working in deep fields in the Northeast, particularly Borno State, is an advantage.
  • Knowledge of [relevant thematic area, e.g., gender-sensitive programming or community-based approaches] is desirable.
