Job Purpose:

The Finance Officer is responsible for managing the financial operations of specific partner-funded projects implemented by the African Union Commission (AUC). The role involves ensuring effective and efficient financial management of the projects, meeting the requirements of both the AUC and the relevant partner, and completing activities within agreed timelines.

Main Function:

Enhance the financial management of the projects to ensure proper utilization of funds.

Key Responsibilities:

  • Oversee and manage the funds for the specified Partner Project, ensuring proper financial oversight.
  • Monitor fund flow mechanisms to ensure timely replenishments to implementing offices and that the necessary funds are received.
  • Ensure that project payments align with the allocated budget for each expenditure category.
  • Ensure compliance with the financial management policies of the partner and applicable AUC financial rules.
  • Perform monthly reconciliations of bank and fund accounts and prepare related reports.
  • Maintain strong internal controls over disbursements and ensure proper accounting for all funds.
  • Track and manage accounts payable, receivable, and commitments within the project.
  • Prepare and submit financial management reports, including interim financial reports (IFRs), to the partner.
  • Coordinate both external and internal audits for the project, ensuring timely submission of audit reports.
  • Address audit queries and assist in implementing corrective actions for audit findings.
  • Collaborate with the Senior Finance Officer to ensure smooth financial management activities.
  • Carry out any additional tasks as needed.

Educational and Experience Requirements:

  • Bachelor’s Degree in Business Administration, Finance, Accounting, or a related field, with at least 5 years of relevant work experience in a national or international organization.
  • Alternatively, a Master’s Degree in Business Administration, Finance, Accounting, or a related field with at least 2 years of relevant experience in a national or international organization.

  • Proficiency in one AU working language (Arabic, English, French, Kiswahili, Portuguese, or Spanish) is required; fluency in an additional AU language is an advantage.

Contract Details:

  • The appointment will be on a fixed-term contract for one year, with the first three months as a probationary period. The contract may be renewed subject to funding availability, satisfactory performance, and agreed deliverables.

Remuneration:

  • For internationally recruited staff: US$ 85,212.07 annually (inclusive of allowances, P2 Step 5).
  • For locally recruited staff: US$ 66,751.81 annually (inclusive of allowances).
