Key Responsibilities

  • Oversee daily payment processing, liaising with both internal and external stakeholders, and managing interactions with banks.
  • Ensure the implementation and adherence to treasury management policies and procedures.
  • Prepare and execute daily financing decisions and manage cash flow, providing guidance to management on liquidity status.
  • Prepare and deliver timely reports on cash and cash equivalents, including forecasts for Africa CDC’s cash flow.
  • Supervise all cash and cash equivalent instruments, maintaining proper documentation related to bank accounts, including establishment, management, and any changes.
  • Manage banking operations such as online payments, bank card administration, and cash handling, ensuring thorough due diligence in cash management.

Specific Duties

Treasury Management:

  • Handle payments and transfers via both offline and online platforms.
  • Develop cash flow forecasts and engage in financial modeling, planning, and budgeting.
  • Closely monitor cash inflows and outflows using the ERP system to manage cash and cash equivalents.
  • Administer credit cards and cash on hand, ensuring full compliance with treasury management protocols.
  • Maintain comprehensive records for all documents related to bank accounts, including their creation and modification.

Performance & Relationship Management:

  • Foster and manage relationships with financial institutions and banks, ensuring proper communication.
  • Ensure compliance with all legal requirements concerning banking and taxation.
  • Provide technical support to programs and projects as needed.

Qualifications and Experience

  • Education: A Bachelor’s degree in accounting, finance, or a related field, with a minimum of 5 years of progressively responsible experience in treasury/banking. This includes managing bank accounts and cash flow within the public sector, multilateral institutions, international NGOs, or similar organizations. Alternatively, a Master’s degree in accounting or finance with 2 years of progressive experience in a similar role.
  • Certification: Professional certifications such as CPA or ACCA are advantageous.

Required Skills:

  • Expertise in treasury management and managing cash and equivalents.
  • Strong experience with banking relations and operations.
  • Proficiency with integrated ERP systems like SAP.
  • Familiarity with International Public Sector Accounting Standards (IPSAS).
  • Exceptional customer service skills and a deep understanding of office procedures.
  • Ability to handle multiple tasks and perform under pressure, working effectively with diverse teams and institutions.
  • Self-starter with strong initiative, sound judgment, and the ability to work with minimal supervision.

Appointment Terms:

  • The position is a fixed-term contract for one year, with the first three months as a probation period. The contract may be renewed subject to satisfactory performance, funding availability, and agreed-upon deliverables.

Compensation:

  • Annual salary: US$ 85,212.07 (for internationally recruited staff) or US$ 66,751.81 (for locally recruited staff), inclusive of all allowances.
