About NRC in Nigeria

The Norwegian Refugee Council (NRC) has been operating in Nigeria since 2015, managing three area offices in Adamawa, Borno, and Plateau states, with a country office and representational presence in Abuja. NRC’s current programming includes:

  • Support for local partners and localization activities
  • Information, Counselling and Legal Assistance (ICLA)
  • Cash assistance and emergency response
  • Shelter
  • WASH
  • Livelihoods and food security
  • Education

For 2025, NRC’s operations in Nigeria are projected to total approximately USD 25 million. NRC co-leads the WASH Cluster, leads the Housing, Land, and Property Sub-Cluster, and hosts the Nigeria INGO Forum.


Role Overview: Head of Support

The Head of Support is a member of the Country Management Group (CMG), responsible for overseeing all support functions, including finance, logistics, human resources, and ICT. This position plays a vital role in ensuring NRC’s programs and partners receive high-quality support to deliver impactful assistance.

The ideal candidate is a visionary yet practical leader who can simplify complexity, provide strategic support to high-level colleagues, and maintain NRC’s reputation as a reliable partner to donors and a key player in the humanitarian sector.


What You Will Do

  • Line manage support managers for Finance, HR, Admin, Logistics, and ICT.
  • Ensure compliance with NRC policies, guidelines, and donor/auditor requirements.
  • Facilitate the integration of support functions into the Country Strategy and Plan of Action.
  • Ensure quality support to project implementation.
  • Monitor and manage budgets, including the master support budget and Budget Programme Overview (BPO).
  • Develop and optimize technical systems, country structures, and human resource capacity.
  • Create and update country-specific SOPs, guidelines, and tools.
  • Collaborate with the Risk and Compliance Manager to address fraud, corruption, and complaints.
  • Provide operational support during proposal development and align support with program plans.

Specific Responsibilities

  • Contribute to strategic planning for budget management, logistics, and HR.
  • Lead policy and procedure development, ensuring efficient systems for achieving objectives.
  • Ensure high-quality procurement and recruitment practices.
  • Promote organizational learning and technical capacity building.
  • Conduct regular follow-ups with support teams across all geographical areas.
  • Work closely with the Head of Program (HoP) to ensure quality control of proposals, budgets, and donor reports.
  • Keep the Country Director informed about support department developments.
  • Prepare and review reports for the Country Director, Regional Program Director, and NRC HQ.
  • Optimize human resources within the support department and foster team development.

Who We Are Looking For

  • Experience: Minimum 6 years in senior management within a humanitarian/recovery context, including complex and volatile environments.
  • Skills: Expertise in resource allocation, cost management, and leadership.
  • Technical Knowledge: Strong understanding of NRC procedures in finance, logistics, and HR.
  • Attributes: Solution-oriented, able to manage multiple priorities, with a good understanding of field challenges.
  • Education: Fluency in English (written and verbal).

Preferred: Work experience in Nigeria or similar contexts.
