Responsibilities
As a key point of contact for a diverse range of clients, including implementers, funders, and government agencies, you will manage the execution of a portfolio of impactful advisory engagements. You will oversee multiple project teams, developing tailored solutions to address clients’ evidence, learning, and M&E needs, and ensure high-quality implementation. This role spans various sectors, including education, technology, agriculture, and livelihoods. Specific responsibilities include:
- Lead the design, content creation, and delivery of 2-3 engagements simultaneously, providing workshops and advisory services to funders, government stakeholders, and implementers to enhance data-driven decision-making. This may include workshops on theory of change, learning plans, mixed-methods evaluation design, cost-effectiveness modeling, MEL system technical assistance, data use guidance, and evidence reviews.
- Serve as the primary point of contact for a diverse client base.
- Manage RFE Advisor(s) to develop and implement customized solutions for clients’ MEL needs.
- Advise and support IPA policy and country office teams globally on technical assistance engagements, often in collaboration with government partners.
- Oversee project finances, ensuring that high-quality outputs are delivered within budget.

- International development research management professionals who enjoy working closely with funders and practitioners and want to expand their expertise across various types of data and evidence that inform decision-making.
Qualifications:
- Master’s degree in international public policy, development economics, or a related field, with coursework in quantitative methods. MBAs are also welcome.
- 4+ years of relevant work experience, including expertise in M&E (public sector), education policy or program management (public/non-profit/private sectors), organizational performance/R&D/operational research (private sector), or management consulting/other professional services.
- Experience designing and managing evidence, learning, monitoring, and evaluation strategies and systems.
- Strong analytical, quantitative, and conceptual thinking skills.
- Project and people management experience with demonstrated leadership.
- Proven ability to coach and train others on technical matters.
- Excellent stakeholder management and client-facing communication skills, with the ability to present information clearly and insightfully, both verbally and in writing.
- Relevant work experience in low- and middle-income countries.
- Familiarity with global debates around M&E and the use of evidence for decision-making.
- Entrepreneurial, self-starter mindset, adaptable, and skilled in multitasking.
- Ability to travel up to 20% of the time.
Preferred:
- Prior experience in consultancy or providing similar professional services.
- Expertise in multiple sectors of international development and/or humanitarian work, particularly education.
- Experience working with philanthropy and/or government stakeholders.
- Experience producing, publishing, and disseminating public goods for policy influence and advocacy.
- Deep understanding of various data collection and evaluation methods, with the ability to match methods to specific circumstances.
- Expertise in specific areas of monitoring, evaluation, and learning.
- Familiarity with M&E technology and exposure to data collection software such as Survey CTO, ODK, or similar platforms.
- Experience with qualitative data collection and analysis.
- Experience leading project or program evaluations.
- Familiarity with randomized controlled trials (RCTs).
- Working knowledge of French and/or Spanish.
- Lived experience in Africa and/or low- and middle-income countries.
