Position Overview:
The IRC is looking for a full-time Monitoring, Evaluation, Accountability, and Learning (MEAL) professional in Nigeria to support the education projects under the Global Research & Innovation Priority (GRIP). Our teams collaborate on projects that cover a wide range of stages, from research and ideation to prototyping, piloting, evaluation, and scaling. These solutions are co-created with partners from the regions where we operate.
The role requires a fast-paced, collaborative, and flexible work environment, and the ideal candidate must be experienced in cross-functional team collaboration. The position will report to the Ed-Tech Specialist in Nigeria, providing technical leadership across education activities, including managing and coordinating non-formal education programs and systems support at both the national and state levels.
Key Responsibilities:
Program/Project Design:
- Conduct baseline, midline, and endline evaluations, focusing on MEL data collection, including EGRA, EGMA, and assessments.
- Train education staff on MEL systems, performance indicators, data quality assurance, and facilitate data collection with local partners and stakeholders.
- Participate in project reviews, particularly in AMELP, Log frames, and learning agendas.
- Collaborate with the MEL Coordinator to establish and maintain a project-level information management system.
- Work closely with the education program team to ensure monitoring tools capture program activities and indicators.
- Standardize and ensure proper use of data collection tools to meet organizational and donor requirements.
Monitoring, Evaluation, and Learning:
- Perform regular monitoring visits to project locations, especially learning centers.
- Assist with Teacher Classroom Observations (TCO) across project sites.
- Ensure routine verification, analysis, and reporting of data according to DQA standards.
- Manage and store data appropriately for future use.
- Conduct quarterly Data Quality Audits.
- Facilitate collaborative learning sessions, incorporating strategic innovations with clients.
- Analyze and present statistical findings to program teams for decision-making.
Information Management and Reporting:
- Support the establishment and maintenance of the project’s information management system.
- Ensure proper reporting of field-level data, ensuring alignment with project indicators.
- Track and report project indicators consistently.
- Contribute to monthly and quarterly reports with verified data meeting DQA standards.
- Work with the advocacy communications coordinator to develop human interest stories that highlight the impact of EdTech and Innovation projects.
Capacity Building and Supervision:
- Provide technical training to project staff, partners, and stakeholders, particularly learning facilitators, mentor teachers, and research assistants on data collection and management.
- Train project staff and partners on project deliverables, particularly result areas and indicators.
- Engage in one-on-one mentorship with supervisors and subordinates for capacity building.
Other Duties:
- Perform additional tasks as assigned by the supervisor.
Qualifications:
- Education: Degree or diploma in Statistics, Computer Science/IT, or a related field.
- Experience: Minimum of three years’ experience in monitoring and evaluation preferred.
- Technical Skills:
- Strong skills in data collection tools (e.g., Kobo Collect, Ona, Comcare, SurveyCTO, Mobenzi).
- Proficiency with statistical tools such as STATA, SPSS, Nvivo, Microsoft Excel, QGIS, PowerBI, Tableau.
- Strong report writing, facilitation, and communication skills.
- Analytical thinking, problem-solving, and initiative.
- Familiarity with education programming, especially USAID grants, is a plus.
- Experience with assessments like EGRA, EGMA, ASER.
- Experience working with children and caregivers.
- Strong interpersonal skills and ability to work in diverse environments.
