About the Project:
The Nigeria Third Party Monitoring Project (NTPMP) provides independent, verifiable data on USAID/BHA-funded humanitarian assistance activities in Nigeria. Due to security constraints, third-party monitoring (TPM) is crucial for USAID/BHA oversight and accountability. NTPMP information is used to identify issues related to aid delivery, potential diversion, and accountability, enabling real-time programmatic adjustments and informing future program decisions. About the Role:
The Security and Logistics Officer supports facility, vehicle, and personnel security and safety for the NTPMP Maiduguri office and field activities. This full-time position is based in Maiduguri and requires regular travel throughout Northeast Nigeria. The Officer reports to the Security Manager with Navanti and handles logistics tasks.
Responsibilities:
- Ensure compliance with MSI and Tetra Tech Duty of Care Standards, Security Policies, and project-specific security guidance.
- Assess regional communications needs and ensure appropriate technology availability.
- Orient staff on emergency communication procedures and technology, test the system regularly, and maintain an updated contact list.
- Develop and maintain liaison with police, government agencies, local authorities, and other stakeholders.
- Establish a methodology for monitoring, assessing, and reporting security information.
- Process security clearances for travel and accommodation.
- Track staff movements in coordination with the Field Coordinator.
- Develop and disseminate regular Security Situation briefs.
- Conduct security surveys of project offices and lodging facilities.
- Prepare and maintain security training materials and ensure staff receive appropriate orientations.
- Collaborate with project staff to identify and assess activity locations.
- Conduct reconnaissance, route analysis, and threat assessments for travel.
- Maintain the “Safety Decision Support Matrix.”
- Develop, test, train on, and promulgate various safety plans (Facility Intrusion, Infectious Disease, Kidnap, Personal Security, Medical Evacuation, Basic Life Saving).
- Supervise security guards and drivers.
- Conduct regular safety and security training.
- Work with the project’s security provider.
- Maintain a working relationship with the USAID PLSO.
- Develop new safety and security SOPs as needed.
- Conduct Field Deployment checks.
- Oversee logistics and security for field teams (transportation, procurement, accommodation).
- Track security conditions and communicate with field teams.
Qualifications:
- Bachelor’s degree in security management or a similar field.
- Minimum five years of relevant experience working in a related role for international projects in Nigeria.
- Experience in risk assessment, crisis management, information gathering and analysis, and training.
- Experience working with an International NGO and/or USAID implementing partner in Northeast Nigeria.
- Strong understanding of security issues in Northeast Nigeria.
- Familiarity with UNHAS requirements and protocols.
- Ability to collaborate with subcontractors and staff.
- Ability to travel in Northeast Nigeria.
- Fluency in English.
