KNCV Nigeria is firmly equipped with technical and administrative capacity in strengthening the service delivery of TB, TB/HIV and other diseases of public health concern and a key player in research and innovation in Disease prevention and control in Nigeria. With Project footprints across all the states in Nigeria and FCT, KNCV Nigeria has remained a major player in TB Program and other public health interventions in Nigeria. We employ a systems approach, using data driven quality improvement methods to identify and address gaps in TB, TB/HIV diagnostic and management services. Our work focuses on collaborative planning, design, and implementation, engaging the private sector, strengthening service delivery platforms, and community structures to improve the quality of healthcare services in Nigeria.
The TB LON Project is funded by USAID Nigeria and focuses on locally generated solutions to provide TB prevention, screening, diagnosis, treatment, and notification, while addressing stigma and discrimination. The TB LON region 1 and 2 project is to be implemented by KNCV TB foundation Nigeria to expand the provision of and increase access to TB services among formal and informal health providers through the engagement of the private sector, umbrella and local chapters of health and allied professional organizations, faith-based institutions, communities, and civil society.
The project is targeted at increasing the number of tuberculosis (TB) cases that are detected, treated, and notified to 437,895 within the five-year grant implementation period 2020 to 2025 and implemented across 14 states in Nigeria: Bauchi, Kaduna, Katsina, Kano, Nasarawa, Plateau, Taraba, Anambra, Akwa Ibom, Benue, Cross River, Delta, Imo and Rivers State. The project’s four intermediate results are as follows:
- Improved access to high-quality, person-centered TB, DR-TB, and TB/Human Immunodeficiency Virus (TB/HIV) services.
- Strengthened TB service delivery platforms.
- Reduced TB disease transmission and progression and
- Accelerated TB innovations with improved impact on program implementation.
KNCV Nigeria is working with a consortium of partners- two sub recipients- CCCRN and KNCV International and six strategic service package providers- Intrasat Global, IPCD, Jana Health Foundation, Diadem Consult, Public Health Concerns Ltd and TB Network. Towards meeting the project set targets, KNCV Nigeria and partners adopted a mixed model of community and facility-based, health systems strengthening strategies and digital solutions to find TB cases in a Roll in, Roll-on and Roll out staged approach. Roll-in was in year 1 which is the planning stage, collaborations and capacity building, Roll-on is the saturation stage in Year 2,3 and 4 while roll out in year 5 is the transitioning Stage.
Purpose of Job
Under direct supervision of the Admin and Procurement Manager, the Senior procurement officer will play a pivotal role in the shaping and implementing of KNCV Nigeria procurement strategies, coordinating supply chain processes and procurement activities within a fast-paced environment. The Senior procurement Officer knowledge and experience will be pivotal to successfully manage the quality and efficiency of all procurement and purchasing activities and to ensure stewardship, integrity, transparency, and accountability
Job Description
Strategic Procurement
- Analyse and report costs and assist in the negotiation of best pricing and terms for goods/services on an ongoing basis with the procurement committee.
- Manage and control the analyse-to-contract process with strategic sourcing solutions to ensure the best value for money. Key activities include market assessment and price monitoring, writing goods/services specifications, defining supplier evaluation criteria, organizing solicitation documents, running transparent and consistent bidding and vendor selection processes, preparation of contracts, etc.
- Maintain a thorough understanding of KNCV Nigeria procurement policies, follow the processes fully, and provide a proficient level of technical support as required.
- Compile reports on monthly and year-end Purchase volumes reports to the Admin and Procurement Manager.
- Develop / improve the management tools necessary to make optimal decisions.
- Provide the Admin and Procurement Manager with the data and analysis necessary to make optimal decisions.
- Analyse and propose changes to procedures base on needs and risk management.
- Orientate procurement department staff and provide service-oriented training to enable work with other non-procurement staff effectively.
Procurement Management
- Ensure the highest level of transparency and integrity amongst the procurement department and prevent risk along the procurement process. Conduct periodic risk assessment along the procurement process.
- Lead the implementation of market surveys and vendor due diligence across cluster offices.
- Monitor and maintain file on market prices for commonly bought items.
- Alongside the Admin and Procurement Manager the Senior Procurement Officer will engage with the Director Laboratory Services, Project director, Project Coordinator, Senior program managers, Senior program officers, and Program officers for the development and regular updating of procurement plans for each project across.
- Ensure all contracts and contractual terms are respected by supplier and KNCV Nigeria and respect local legislation.
- Ensure all tenders are done in accordance with procedure and policies of KNCV Nigeria in accordance with Donor regulations and global ethical standards.
Team Management
- Effectively coordinate talent, supervise team dynamics, and staff well-being.
- Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
- Monitor and assess performance to ensure adequate capacity for successful support of high-quality programming.
- Monitor payment terms and schedules through maintenance of open order report and oversee coordination with the finance team to ensure timely payments to vendors.
- Manage a reliable procurement document trail and database management system for control, accountability, and input for proper inventory recording. Ensure all required information and records are complete, accurate, up-to-date, and properly filed. Oversee reports preparation, consolidate reporting, and analyse data for decision-making.
- Lead procurement team to promptly prepare and respond to audits, while collaborating with other operations departments (HR, Compliance, Finance, Admin.)
- Undertake, assist, and advise on the running of competitive bidding process (RFQs and tenders) as per USAID and Global fund donor specifications.
- Introduce KPI management over our suppliers and feed this information back to suppliers during annual appraisals.
- Supervise in the maintenance of the legal contract database.
- Lead the procurement process for all goods and services on the project.
Skills and Qualifications
- BSc. in Procurement, Supply Chain, Business Administration, and any related field. Additional Master’s degree will be an advantage.
- At least 5 years of procurement experience in public health related project.
- Relevant Professional Procurement qualification, e.g. CIPS will be an advantage
- Previous experience working under USG procurement guidelines.
- Excellent communication and interpersonal skills, approachable and good listener.
- Exhibits an important level of accuracy in work, and ability to analyse complex sets of relationships and situations.
- Excellent written and verbal English language Ability.
- Must be flexible with absolute integrity, organizational awareness and understanding of cultural differences.
- Have a high sense of integrity and transparency.
- Ability to manage official information in a confidential manner.
- Ability to use multi-task and work well under pressure to meet deadlines.
