Job Overview:
The ICCM/CHIPS Service Delivery Officer will collaborate with the State Technical Officer, State Project Manager (SPM), and other team members to provide technical support and ensure the successful implementation of iCCM/CHIPS projects. The focus will be on the identification, training, and logistics for iCCM/CHIPS commodities, along with supervising health facility and community health workers in the state.
Scope of Work:
This role will support the implementation of integrated community case management (iCCM/CHIPS) in hard-to-reach communities across Jigawa, Kaduna, Kano, Niger, and Yobe states. The officer will work alongside State Ministries of Health, LGAs, partners, and other stakeholders at the state, local government, and community levels.
Key Responsibilities:
- Technical Contributions (70%):
- Lead the transition of closed iCCM/CHIPS projects into the GF grant cycle 7 (GC7) malaria program in coordination with the program team.
- Build and manage a capable iCCM/CHIPS program team at the state level.
- Assist the SPM in preparing and submitting quarterly project updates and Disbursement Requests (PUDR) to the Principal Recipient (PR).
- Collaborate with finance teams to prepare quarterly financial reports.
- Identify and manage potential risks to the Malaria Consortium, including financial, reputational, and security risks.
- Work with the M&E Officer and Country M&E Specialist to ensure accurate and high-quality data collection, analysis, and dissemination.
- Contribute to reviewing the iCCM/CHIPS supervision model and oversee its implementation.
- Lead the assessment and improvement of logistics and supply chain management for iCCM/CHIPS commodities.
- Adapt iCCM/CHIPS training materials for the specific contexts of the target states.
- Coordinate the planning and rollout of training for health facility and community health volunteers.
- Finalize selection criteria for communities, health facilities, and volunteers for iCCM/CHIPS project implementation.
- Work with the Demand Creation Officer to manage community and health volunteer selection in the target LGAs.
- Submit project technical reports and provide regular updates to the State Project Manager.
- Assist with procurement, supply chain, and logistics activities in collaboration with the State Ministry of Health.
- Contribute to the development and implementation of project performance and M&E frameworks.
- Represent the Malaria Consortium in Technical Working Groups (TWGs) and health committees at the state level.
- Liaise with partners, such as Society for Family Health, to ensure the success of ACSM activities in target states.
- Support partners during mass distribution of ITNs in the designated states.
- Project Management (20%):
- Assist with the preparation of project start-up and planning tools.
- Contribute to the development of the project exit strategy, ensuring sustainability and a smooth transition to government.
- Document and disseminate lessons learned quarterly.
- Prepare and submit service delivery activity reports to the State Project Manager.
- Technical Performance and Quality Assurance (10%):
- Ensure the rollout of project activities meets international quality standards.
- Document best practices and evidence related to the project.
- Collaborate with state and country teams to implement an exit strategy for the smooth closure of the program.
- Take responsibility for quarterly lessons identification and documentation at the state level.
Qualifications and Experience:
- Essential:
- A degree in Medical, Public Health, Health Policy, Epidemiology, or a relevant field.
- Significant experience working in developing countries.
- Strong skills in project planning, management, and monitoring & evaluation.
- Skills and Competencies:
- In-depth technical knowledge of malaria, pneumonia, and diarrhea control.
- Familiarity with public health principles.
- Experience in monitoring and evaluating community-based health programs.
