Job Summary

The State Project Manager will oversee the management, coordination, and integration of the Nigeria component of a multi-country, multi-donor project. This role involves leading project implementation to ensure alignment with the overall multi-country program performance framework and Malaria Consortium’s core values. The State Project Manager will lead the project team within the state, collaborating closely with the Zonal Project Manager and keeping the West Africa Programmes Director informed. The role includes ensuring project objectives are met, overseeing timely report generation, and ensuring effective decision-making through accurate data management. Additionally, the State Project Manager will oversee the development and periodic review of systems in line with organizational policies and represent the country office at national and international levels as required.

Key Responsibilities

  • Project Management:
    • Collaborate with the country team and Zonal Project Manager to coordinate state-level activities, ensuring smooth project initiation and planning.
    • Lead project scope definition, deliverables, and technical needs with the support of the Zonal Project Manager and Country Technical Coordinator.
    • Ensure timely and within-budget project implementation.
    • Develop and monitor annual, quarterly, and monthly activity plans to meet project milestones and deliverables.
    • Oversee project budget management, ensuring compliance with cost categories and conducting monthly financial reviews and quarterly forecasting.
    • Coordinate with key stakeholders, including the National Malaria Elimination Programme, Ministry of Health, PMI, UNICEF, and other organizations, to ensure effective SMC (Seasonal Malaria Chemoprevention) delivery and resolve issues promptly.
    • Manage relationships with NAFDAC regarding pharmacovigilance and ensure transparency and accountability in drug management.
    • Lead in producing biannual narrative and financial reports, as well as frequent activity reports as requested.
    • Support the development of any additional country-specific project documentation requested by the West Africa Programmes Director or Project Director.
    • Work with the Country Communications Manager to develop and implement BCC campaigns to increase caregiver mobilization and SMC uptake.
    • Ensure comprehensive documentation of project implementation processes, including case studies and other internal/external materials.
    • Collaborate with technical teams to prepare and execute the project’s monitoring and evaluation framework.
  • Technical Contributions:
    • Work with the project teams and Country Technical Coordinator to identify technical support needs for high-quality project implementation.
    • Ensure appropriate technical support is provided in alignment with project needs.
    • Contribute to the development and sharing of dissemination documents, promoting Malaria Consortium’s experiences, lessons, and successes.
    • Actively participate in Malaria Consortium Nigeria’s Technical Team meetings and provide input into other projects and proposals as needed.
  • Quality Assurance and Performance Management:
    • Implement project deliverables using the Country Technical Quality Assurance System to maintain high standards.
    • Ensure the use of project monitoring data to evaluate implementation progress and inform necessary adjustments.
    • Track project progress using reporting templates, ensuring alignment with quarterly targets.
    • Stay updated on relevant evidence and best practices related to the project.
  • Representation:
    • Identify and capitalize on national and sub-national opportunities to share project experiences and further project objectives.
    • Represent Malaria Consortium at the SMC Technical Working Group and collaborate with the West Africa Programmes Director and Country Programme Manager to ensure Malaria Consortium’s active presence at national platforms.

Person Specification

Qualifications and Experience:

  • Essential:
    • 7-10 years of experience post-qualification in medicine or a public health-related field.
    • 3-5 years of project management experience, with a focus on health projects.
    • Strong operational and supply chain management experience in a developing country.
    • Proven ability to manage teams and ensure high-quality project outcomes.
    • Proficiency in English (written and spoken).
    • Experience in project, budget, and financial management.
  • Desirable:
    • Experience in managing or coordinating mass drug administration or pharmaceutical supply chains, particularly in northern Nigeria.
