Job Purpose:
The State Project Manager will collaborate closely with the country office team and the Senior Project Manager (SPM) to effectively oversee project activities, manage resources, and lead the state project team. This role will maintain strong relationships with key stakeholders at both national and state levels, ensuring seamless project implementation and collaboration.
Key Working Relationships:
The State Project Manager will interact with the state team and essential stakeholders, including the State Ministry of Health, State Primary Health Care Development Agency, NAFDAC representatives, and local health departments, to manage the deployment and execution of the PMC Effect Project. They will oversee the activities of project partners at the state level, ensuring adherence to the terms of reference.
The manager will also collaborate with the country office’s technical and management staff (such as the Research Specialist, M&E Specialist, and Senior Project Manager) to ensure alignment and proper coordination of plans and decisions at the state level, reporting directly to the Senior Project Manager.
Scope of Work:
The State Project Manager is responsible for supporting program activities at the state level, ensuring the timely delivery of work plans and achieving established objectives. They will collaborate with the Senior Project Manager to provide technical and managerial guidance to the state project team, ensuring that activities are aligned with the approved budget and principles of value for money.
Key Accountabilities:
Project Management (60%):
- Lead project startup activities, ensuring alignment with the donor-approved work plan and on-time execution of tasks.
- Develop essential planning tools and collaborate with the team to prepare for project implementation.
- Oversee the performance of the PMC Effect project team in the state, ensuring that activities are carried out according to schedule and budget.
- Maintain regular communication with the Senior Project Manager, providing timely updates and reports.
- Coordinate with Roll Back Malaria partners and child health program implementers to ensure successful project execution at the state level.
- Work with the team to create annual work plans and monitor the progress of project budgets.
- Collaborate with the country finance team to prepare financial reports and manage the project’s budget.
- Coordinate the preparation and execution of the project’s exit strategy to ensure a smooth close-out.
- Ensure complementarity between the PMC Effect project and other donor activities, leveraging resources and aligning efforts where possible.
- Work with the Senior Country Technical Coordinator, SPM, and external relations team to develop and implement a communication strategy for the project.
- Oversee the documentation of project activities and ensure proper archiving for future reference.
- Lead the identification of lessons learned and contribute to quarterly documentation and dissemination of findings.
- Foster strong relationships with local partners and stakeholders, ensuring effective project execution and collaboration.
- Manage risks associated with the project, including financial, reputational, and security risks.
- Collaborate with the M&E Specialist and Country Public Health Specialist to ensure high-quality project data is collected, analyzed, and shared with relevant stakeholders.
Technical Performance and Quality Assurance (30%):
- Work with the project team, SPM, and Senior Country Technical Coordinator to identify technical support needs and ensure effective project implementation.
- Contribute to the development and dissemination of materials that highlight Malaria Consortium’s lessons, experiences, and successes.
- Oversee the monitoring and evaluation of project performance against work plans, ensuring alignment with best practices and evidence.
Representation (10%):
- Represent Malaria Consortium at state-level meetings, ensuring that stakeholders are kept informed of project progress.
- Participate in national meetings and workshops, with support from the Senior Project Manager.
- Maintain regular communication with the Senior Project Manager and the country team.
Person Specification:
Qualifications and Experience:
Essential:
- Postgraduate or Master’s Degree in Public Health, Health Policy, Epidemiology, or a related field.
- Extensive experience in working on donor-funded projects at the national or state level in developing countries.
- Strong project planning, management, and monitoring & evaluation skills.
- Proven experience in managing project budgets.
- Demonstrated leadership skills and team management experience.
- Experience in advocacy and policy influence.
- Excellent written and spoken English skills.
Desirable:
- Experience in malaria program implementation.
- Experience in leading a project at the state level.
- Advanced knowledge of Microsoft Office.
Work-Based Skills and Competencies:
Essential:
- Strong interpersonal and negotiation skills.
- Excellent report writing and presentation abilities.
- Deep understanding of public health challenges in West and Central Africa.
