Procurement Consultant
Management Sciences for Health (MSH)

About the Role:
MSH seeks two Procurement Consultants to develop and/or review existing procurement and whistleblower policies and manuals for State Malaria Elimination Programs. The policies must align with donor policies, procedures, and regulatory requirements. Each consultant will support three states.
Responsibilities:
- Analyze current state practices, procedures, and regulatory requirements related to procurement.
- Research and benchmark global best practices.
- Collaborate with stakeholders (finance, procurement, legal, HR) to gather insights and feedback.
- Draft policy documents in a clear and concise manner.
- Develop policy implementation guidelines, procedures, and templates.
- Provide guidance and support during policy implementation, including training.
- Conduct a final review and revision of policies.
- Develop a policy dissemination plan.
- Facilitate orientation and policy dissemination meetings.
Qualifications:
- Bachelor’s degree in business administration, financial management, accounting, or a related field.
- 3–5 years of experience in policy design and development, preferably in procurement and whistleblower/fraud areas.
- Strong knowledge of relevant legal and regulatory frameworks.
- Experience working with similar organizations is an advantage.
- Excellent communication and interpersonal skills.
Deliverables:
- Draft versions of Procurement and Whistleblower/Anti-Fraud Policies:
- Procurement policy outlining guidelines for procurement, vendor selection, and contract management.
- Review of existing procurement practices and identification of areas for improvement.
- Procedures for procurement approval, evaluation, and documentation.
- Integration of sustainability and ethical considerations.
- Whistleblower/Anti-Fraud policy encouraging reporting of fraudulent activities.
- Procedures for reporting, investigating, and resolving incidents.
- Confidentiality and protection for whistleblowers.
- Consequences for fraudulent activities and preventive measures.
- Final versions of policies, including implementation guidelines, procedures, and templates.
- Policy dissemination plan.
- Facilitation of orientation and dissemination meetings.
Timeline:
- Contract signing and project kick-off: February 17
- Analysis and research: 2 days
- Stakeholder consultations: 2 days
- Drafting and revision: 2 days
- Finalization: 2 days
- Orientation and dissemination: 2 days
- Policy/Manual adoption and handover: March 31
Methodology:
- Initial Assessment: Interviews and workshops with stakeholders, review of documents and best practices.
- Policy Design and Development: Propose an outline and content, seek approval.
- Drafting and Review: Prepare drafts, incorporate feedback.
- Finalization and Documentation: Finalize policies, provide electronic and hard copies.
Reporting and Communication:
The consultant will report to the Senior Operations and Procurement Specialist and maintain regular communication.
Budget and Payment:
To be determined in a separate contract.
